We have been contacted to help identify any 100-acre sites with specifications to come shortly. Please take a look at the information below and let me know if you have a site or sites when combined that may meet the requirements. Please also let me know if you have any questions as I hope to have a call this week with the consultants. Thank you in advance for your quick response.
We are seeking an approximate 100-acre site, with approximated dimensions of 2,805ft. wide x 1,514ft. deep; and we may have a 10.0% deviation in the site size and dimensions. The facility in question has to accommodate a food related higher level automated internal distribution network which somewhat fixes the site and facility sizes, and dimensions.
The Project is likely in the $200.0 million to $250.0 million investment buildout range within a 2 to 3-year period, with some 400 to 500 employees- all details to be finalized and issued soon. The Project will be funded, built, and operated by our Client Group; whereby, the Company’s commitment to a long-term operational existence in the selected location is different than many of the larger industrial distribution projects that are being developed throughout the Commonwealth of Pennsylvania on a D/B/L vs. direct user ownership basis.
We will consider entitled and non-entitled industrial zoned, or designated to- be- zoned, industrial properties owned by local governments, economic development organizations, individuals and/or developers; but in the end, we need a site and community that will be committed to getting the project permitting done as quickly as possible.
Please checkout potentially qualified industrial sites in Cumberland County; and email our firm any site candidates which you would like for us to initially evaluate. For any sites submitted to us, we will need at least a boundary map (and topo if available), and the site coordinates. We would then like to arrange a brief call (maybe 30 minutes/call) with your local Team during the week of Feb. 27 to discuss your submitted site(s), this Project’s Concept Plan, the Project, and what the possible/likely industrial site candidates may be for our firm’s visitations and considerations. Once we receive your site candidate(s), our firm will be in contact with you to arrange a Microsoft teams call date/time.

I wanted to reach out one more time to see if we have any sites that may meet the required acreage and dimensions? The company will be deciding tomorrow what sites will receive calls to share additional information. I did get a little more information from them that may be helpful to you.
One very important comment- this project will be funded, built, owned, and operated by the Company meaning a Project with Long-term existence in the location vs. just a facility lease with a defined term.
- Food related state-of-the-art automated distribution facility with dry, perishable, and frozen products.
- 400 to 500 employees. Good wages and fringes.
- Water and sewer uses are low; except for sprinklers for fire protection in the non-freezer area.
Please provide the following information if you want a site to be included in tomorrow’s discussion: at least a boundary map (and topo if available), and the site coordinates. If you have any limitations like water and sewer requirements please add those. Thank you!

We have spoken to the County about this potential project. It appears they are looking for raw ground to start design. We are too far along with an approved plan to entertain this. Yorlets may be a better fit.

Silver Spring Township submitted a zoning ordinance text amendment for review and comment to the Cumberland County Planning Department. The zoning ordinance was adopted in March 2022. The amendment consists of several minor text changes as summarized below: Add and/or change the definition of planned center, warehouse, drop lot, and storage depot. Add drop lot as a permitted use by right in section 214.B (I-1) and 215.B (I-2).Add impervious coverage requirements in Conservation Development Areas A and B. Add requirements for a drop lot in the I-1 zone. Remove the maximum acreage requirement for a place of worship in the A zone. Add requirements for a special event sign. Other miscellaneous amendments. The proposed text amendments are generally consistent with the Cumberland County Comprehensive Plan and the Silver Spring Township Comprehensive Plan. Administrative Comments and Recommendations: 1. Page 3, proposed amendment G. the spacing should be reviewed for clarity.

SWCA Environmental Consultants completes the Phase 1 Archeological Investigation Report for the Trindle Spring Trade Center.
BL Companies completes the Wetland and Watercourse Evaluation Report for the Trindle Spring Trade Center.
Silver Spring Township submitted a zoning ordinance text amendment for review and comment to the Cumberland County Planning Department that will regulate FEMA floodplains and solar farms in the township. The language will amend the Silver Spring Township Zoning Ordinance that was adopted in March of 2022. The amendment consists of several minor text changes as summarized below for Floodplains and Solar Farms in Silver Spring Township. The FEMA floodplain language was provided by the Pennsylvania Municipal League and based on FEMA and PEMA requirements. The proposed language is generally consistent with the Silver Spring Township Comprehensive Plan and the Cumberland County Comprehensive Plan.
Technical Comments and Recommendations:
Floodplain Ordinance Comments: 1. Page 32, section 415-219.E.3.a. CCPD does not typically review applications for activity in a floodplain unless a subdivision or land development plan review is required. We recommend that this language be modified to state that information may be forwarded to the County Planning Commission at the discretion of the township floodplain administrator.

Board of Supervisors meeting: Mr. Thomas Martin, Brook Meadow Drive, inquired if there is a possibility of truck traffic restriction on Mulberry Drive west of Rt 114 to Pleasant View Drive. Mr. Moyer explained that a visual inspection was conducted in that entire area, which examined pavement damage caused by trucks. Roadway damage at this particular section was not seen to warrant truck restriction so a further, more complex will be conducted to assess other relevant factors which may then justify a truck restriction.
The Post-Construction Stormwater Management Narrative is completed.
ESC Mid-Atlantic, LLC revises the Geotechnical Engineering Report for Stormwater Management from the previous version dated May 19, 2022.
